A fixed-limit game sets every bet and raise at a predetermined size instead of leaving the amount to the player. A hold'em game described as 2/4 uses a small bet of 2 on the first two betting rounds and a big bet of 4 on the last two, with the blinds scaled to that structure. The number of raises in a single round is normally capped, commonly at a bet plus three raises. Because nobody can move all-in on a whim, pots grow in predictable steps and bankroll swings are far smaller than in no-limit or pot-limit play. Fixed-limit was the standard format for decades and remains common in stud games and low-stakes casino and home play, though its slower pace has made it less visible online.
