The Secretaria de Prêmios e Apostas (SPA) is the Brazilian federal regulatory authority overseeing the country's legal sports betting and online gambling market, operating under the Ministry of Finance (Fazenda). Brazil's regulated market launched officially in January 2025, ending years of operation in a legal grey area. The SPA is responsible for granting operator licences, enforcing advertising standards, setting technical and player-protection requirements and overseeing consumer protection.
The practical significance for operators and affiliates is gatekeeping: only SPA-licensed operators may legally advertise to Brazilian consumers through major channels such as Google Ads, and only licensed brands may use the regulated 'bet.br' domain space. Promoting an unlicensed operator to a Brazilian audience risks both account bans on advertising platforms and regulatory exposure.
Worked example: an affiliate building Portuguese-language content for the Brazilian market must verify that each operator it lists holds a federal SPA licence before publishing review pages or running paid traffic. Listing a brand that failed to obtain authorisation, or one operating only under an older state-level arrangement, can see the campaign rejected and the content deindexed from compliant ad inventory.
The common caveat is conflating the federal regime with state lotteries: some Brazilian states run their own betting authorisations, but the SPA governs the nationwide federal framework that most international operators target. Because the market is new, licence lists and rules continue to evolve, so affiliates should re-verify licensing status regularly rather than assuming a brand cleared once stays compliant. Responsible-gambling messaging and age verification are mandatory conditions of operating.
