PAGCOR, the Philippine Amusement and Gaming Corporation, is the government-owned body that regulates and licenses gambling in the Philippines, including online operations historically marketed under the eGames banner. Established in 1976, it is among the oldest and most recognised gaming regulators in Asia and performs the dual role of operator and licensing authority, a structure that has drawn scrutiny but remains in place. For an operator, holding a valid PAGCOR licence is the legal basis for offering online gambling to players within its remit. The regulator publishes a list of licensed operators, which gives players a straightforward way to check whether a site is authorised rather than relying on the site's own claims. Verifying licence status against that public list is a basic safeguard before depositing. A frequent source of confusion is the distinction between domestic licensing and the separate offshore regime that PAGCOR oversaw for operators serving customers outside the Philippines. The offshore arrangement attracted significant regulatory and political controversy and has been subject to major policy changes, so the licence type matters: a permit aimed at offshore markets does not necessarily authorise service to local residents, and vice versa. Players and affiliates should treat PAGCOR authorisation as one input among several rather than a blanket guarantee. A licence indicates a degree of oversight and a complaints route, but it does not remove the underlying risks of gambling, nor does it override the laws of the jurisdiction in which a player actually resides.
