A chance game is one whose outcome is settled entirely by a random process, with no decision available that changes the expected result. Slots, roulette, keno, bingo, scratchcards and baccarat all belong here: you can choose what to stake and which bet to place, but nothing you do influences where the ball lands or which symbols appear. Each round is independent, which is why patterns in past results carry no predictive value; believing otherwise is the gambler's fallacy. Because the house margin is built into the payout structure, the expected outcome over many rounds is a loss, and systems that vary stake size after wins or losses change the shape of the swings without changing that expectation. Regulators often treat chance games as a separate licensing category.
