A shuffle is the process of randomising the order of a deck or shoe before cards are dealt. At a live table the dealer follows a fixed procedure — riffles, strips and a box, often repeated a set number of times — after which a player is offered the cut. In online and RNG-based card games the equivalent is performed by a certified random number generator that reorders a virtual deck for every hand.
The purpose is integrity: an unpredictable order stops anyone, staff or player, from knowing what comes next. A shuffle also erases everything that came before it, because a freshly shuffled shoe carries no memory of earlier rounds. House procedure decides when it happens — usually when the cut card appears, or after every round where a continuous shuffler is in use.
